1. Research Analyst, Quantitative team

Terms of Reference

The Accountability Initiative is seeking to hire a Research Analyst to work with its quantitative team on analysing quantitative data collected from field surveys and secondary sources.

About Accountability Initiative

Accountability Initiative (AI) was set up in 2008 at the Centre for Policy research (CPR) with a mission to deepen research, analysis and reforms for strengthening accountability for public service delivery in India. We do this by:

Building Evidence:

  • Track and analyze implementation processes (planning, budgeting, decision making) of social sector programs
  • Evaluate accountability experiments

Deepening Public Debate:

  • Widely disseminate evidence collected to promote  an evidence based debate on accountability failures  and solutions

Catalyzing Accountability Interventions:

  • Build citizen capacity to participate and monitor government processes
  • Partner with government to pilot reform models

About this position

This position involves working specifically with “building evidence” Quantitative team, part of a larger PAISA team, that tracks plans, budgets and expenditures from the Government of India (GOI) level down to schools.  The work is being implemented under the umbrella of AI’s flagship program PAISA.

Specific responsibilities for this position include:

  • Working with the PAISA team in designing and piloting survey tools for collecting data
  • Assisting in the collection of data from the field by-
  • Training surveyors for data collection
  • Monitoring the survey process and rechecking the data collected
  •  Coordinating collection of data across all districts
    • Monitoring data entry
    • Performing data cleaning
    • Analysing data for all PAISA related studies
    • Identifying and analysing other datasets which relate to AI’s overall research agenda
    • Assisting the PAISA team in carrying out qualitative work in the field
    • Taking sessions during ‘PAISA Course’.

Qualifications

Education:

  • Masters degree or higher in relevant field – Economics , MPA, Development Studies, Political Science,  

Knowledge and Skills

  • Strong research and analytical skills
  • Ability to mine data and perform data analysis
  • Knowledge and experience of data management programs (STATA, SPSS, R etc.)
  • Prior experience in working on survey data (primary or secondary data such as NSS, NFHS, DLHS)
  • Strong computer skills in Microsoft office (word, excel, power point)
  • Strong inter-personal skills
  • Enthusiastic and innovative
  • Willingness to travel

Language Requirements:

  • Fluency in English and Hindi including good writing skills.
  • Working knowledge of regional languages is preferred

2. Research Associate, Public Finance team

Terms of Reference

The Accountability Initiative is seeking to hire a Research Associate to work with its public finance team on tracking budget data in social sector programs. The associate will work with the team on 2 flagship policy research products: Budget Briefs and district surveys, to analyze education budget data at the district level.

About this position

This position will involve work specifically with “building evidence” mission with public finance team that tracks plans, budgets and expenditures from the Government of India (GOI) level down to schools.  The work is being implemented under the umbrella of AI’s flagship program PAISA. The specific tasks will include collecting and analyzing budget data for flagship social sector schemes being implemented by GOI. This data will be used to prepare the annual Budget Briefs; collecting and analysing state budget data and finally, working with the district PAISA teams to analyse district level allocation and expenditure trends for the annual PAISA district studies.  

Qualifications

Education:

  • Masters degree or higher in relevant field – MPA, Development Studies, Political Science, Economics, International Relations, Social Work etc  

Knowledge and Skills:

  • Strong research and analytical skills
  • Ability to mine data and do data analysis
  • Strong computer skills in Microsoft Office (MS Word, Excel, Power Point) and other data management programs

3. Capacity Building Coordinator

Accountability Initiative, Centre for Policy Research is seeking to hire a Capacity Building Coordinator to work with their flagship program, PAISA (Planning, Allocations and Expenditures, Institutions: Studies in Accountability), which tracks plans, budgets and decision-making processes in social sector programs in India. This is a senior management position. This position will lead AI’s internal and external capacity-building strategy and manage the implementation of all capacity building modules.

About this position

This position will involve developing capacity building strategies and modules for target audiences including field staff, Delhi-based research analyst team, and external stakeholders - government, civil society, and academia. This position will work closely with AI’s capacity building advisor. Specific responsibilities include:

  • Developing AIs capacity building strategy. The strategy will be developed in close coordination with AI’s capacity building mentor and the research and operations teams
  • Working in close coordination with AI’s capacity building mentor to design specific   capacity building modules. This will involve:
  • Identifying target audience needs
  • Designing curriculum/course structure
  • Setting goals and objectives for modules
  • Identifying, creating and collating appropriate course content to meet objectives
  • Defining expected impact
  • Identify and engaging appropriate faculty
    • Designing and implementing course evaluation tools
    • Coordinating with Research Heads and Program Coordinator  to conduct course evaluations
    • Developing a communication and marketing plan for local training to raise awareness about training programs offered
    • Developing course templates and procedures to ensure quality, consistency and replicability

Competencies

Required qualifications:

  • Master’s degree in public policy/ development studies/ economic/ political science or any other social science discipline 
  • At least 5-7 years training or organizational development experience successfully managing the development and implementation of learning solutions  

Knowledge and Skills:

  • Strong resource planning, time and project management skills
  •  Strong communication skills
  •  Ability to develop networks and links with a variety of stakeholders
  •  Demonstrated ability to lead a training team and build capacity across the organization.
  •  Experience with rural and social sector skills training preferred
  •  Willingness to travel
  •  Strong presentation skills
  •  Familiarity  and preferred experience with development of technology enabled learning contexts, solutions, tools and software
