PAISA: Planning, Allocations and Expenditures, Institutions: Studies in Accountability
PAISA is Accountability Initiative’s flagship project that works to develop innovative models to track social sector programs. Under PAISA, we develop practical, scalable, people-friendly tools and use these tools to collect data on fund flows, expenditures and implementation processes. The tools development and data collection process is accompanied by a capacity building initiative to empower citizens and government alike to undertake tracking exercises and use data collected to direct and monitor service delivery. PAISA’s current focus is on elementary education.
PAISA is being implemented in collaboration with the National Institute of Public Finance Policy and the ASER Center.
Key activities in PAISA include:
- Annual district level and national level reports on fund flows and program implementation: PAISA activities are currently being implemented in 10 districts across the country. For each district, annual reports developed are based on data collected through PAISA surveys. Reports provide a quick snapshot of fund flows, implementation processes and an analysis of bottlenecks at the ground level. The analysis on implementation process will examine the day to day functioning of the key micro level institutions, including their current capacities and incentives they face. In addition to district report cards, every year, a national level PAISA survey is conducted through the annual ASER survey. The survey covers approximately 15,000 schools across the country. Survey data is collated in to an annual PAISA report.
- Capacity Building: To build capacity to design and implement PAISA and PAISA like efforts, a rigorous capacity building exercise has been built into the PAISA project. The capacity building program involved a year long course offered to individuals selected from PAISA states. The course includes a detailed introduction in public finance and administration, basic statistics, communication and report writing. Over time, the course will be offered to NGO’s and other interested institutions at the district level.
- Communication and Dissemination: PAISA aims to disseminate data collected in an easy to use accessible format at the district, block and village level. In select blocks, a focused intervention is being piloted to disseminate PAISA data and tools to village level committees with the objective of building awareness about PAISA and promoting the use of PAISA data in local level planning and decision making.
